Reacting to the 2022 decline Sean O'Donaghue, CEO of the Killybegs Fishermens Organisation, said it is no kejutan. "We lost 25% of our mackerel quota overnight in Brexit. Thats around 15,000 or 17,000 tonnes," he said.

"The vessels that fish pelagic species including mackerel were already only fishing for five months of the year, but because of Brexit they now fish four months of the year. It's inevitable that landings would be down," Mr O'Donaghue added.

The CSO figures also show that fish landings by foreign vessels in Irish ports last year amounted to 41% of the keseluruhan landings in Ireland.

Foreign vessels landed 110,000 tonnes here, down 7,000 tonnes on 2021 and 26,000 tonnes on 2020. Killybegs in Co Donegal, where the pelagic fishing fleet is based, was the port with by far the biggest fish landings in 2022 at 103,000 tonnes.

Castletownbere in Co Cork was a distant second at 8,500 tonnes followed by Dunmore East in Co Waterford at 5,400 tonnes, Dingle, Co Kerry, at 4,000 tonnes and Kilmore Quay in Co Wexford at 3,600 tonnes.

Some 2,900 tonnes were landed in Howth, Co Dublin as well as 2,400 tonnes in Baltimore, Co Cork, and 1,995 tonnes in Ros a Mhíl in Co Galway.

The reports said the department is required by law to recover overpayments, but that the debt managment process is "relativley complex".

The report also noted that the department paid out €9.2 billion in Pandemi Unemployment Payments, but that there was €50.5 million of overpayments under the scheme.
